The CE is a challenge to the consumptive lifestyle and the depleting environmental resources. Its aim will be to create a living environment based on the rational and sustainable use of resources and raw materials – both natural and recyclable. Cities and agglomerations where it is necessary to diagnose material and energy flows that constitute the potential for the construction and development of CE are a perfect place for creating circular structures and systems. The aim of the chapter is to present the possibilities and opportunities for the development of a CE for the city of Kraków. One of the most important challenges for this project is the development of a tool for continuous monitoring of mass, energy and information flows of the system creating a uniform structure and giving measurable benefits. The developed research methodology consisted in integrating the activities of all municipal structures and units, defining the flows of mass, energy and information, and then indicating the possibilities and tools of communication between them. As part of the developed tool, it was possible to indicate barriers and benefits for the development of CE in the city. The main barriers are social and understanding the necessity of a CE and achieving benefits for the inhabitants, the city and the entire region. On the other hand, the benefit will be the real functioning of the system, enabling the closing of loops and the use of as much waste and energy as possible at the level of the entire city.
